Gabriola Island Ferry Advisory Committee 
According to that document it will be 2020 for the Gabriola terminal upgrade and 2027 when the Quinsam is replaced.
As I recall, the plan is that when the two new Island Class ferries arrive for Route 19, Quinsam will be cascaded to another route (potentially Crofton-Vesuvius) to allow an older vessel to be retired
